All other margins are 1". The entire document is DOUBLE spaced with no extra space between paragraphs or around the title--keep it consistent and boring. Do NOT put underlining, quotes or italics as part of your own title. Quotes are okay only when another title or an actual quote is part of your title. In general, do not do this. Create your own.
